How about identifying your notebook.

The error 45 is an operating system issue.  Running a DISM or SFC repair might fix the issue.  Otherwise, you could try restoring the OS to a date before the issue raised its head.

If you need help in performing those methods, just let me know.

It's a hardware issue, so the suggested solution did not work. When I double checked the DVD Firmwares and Drivers icon, it returned the msg, "No burner found."

The Burner was disconnected when I pressed "uninstall" tab in the hp DVDRAM GU70U Hardware Dialog Box under the Device Manager of the Control Panel. I did not physically remove the burner. Since then the DVDRAM was not a hardware of the Laptop, for the list of the hardwares of the laptop does not have it now.

To be clearer, it should read, "The burner was disconnected because I had pressed the 'uninstall' tab in the Hardware Dialog Box under the Device Manager of the Control Panel." Even though I did not physically remove the burner, the burner was not a hardware of the Laptop since then, for the list of all the hardwares of the laptop does not have it now.
