good morning, my father has a laptop HP Notebook - 15-db1003nv, he bought it with windows 10..it was running very well, had come and upgrade windows 11, I installed it without any problem, it met all the requirements.. But suddenly while it was connected to wifi, it kept disconnecting.He took it to a technician, I don't know what he did, he switched it back to windows 10, obviously with a format and since then, while it was running windows 11 normally, now it doesn't even get the upgrade. I don't know what the technician did and what he did wrong.I run the tool to see if it gets windows 11 and it shows me to turn on secure mode.I go into bios,turn off legasy,turn on secure boot but when it starts in uefi it says "install an operating system on your hard disk"..what else should I do?

I suggest that you turn legacy support back on (secure boot will be automatically turned off) and reboot and see if the system boots into Windows again.
if it does, click the link below to see if your hard drive is on MBR or GPT partition scheme. If it uses MBR style and legacy support is turned off in BIOS, Windows won't be loaded. let us know what you find.

i checked it. the hard drive is MBR and legasy support is on. when i switch to UEFI it tells me to install an operating system on the hard drive. honestly, i can't understand what the technician did wrong..when i bought it, the upgrade to windows 11 was fine

Your notebook came with Win10 preinstalled in UEFI mode on the GPT-partitioned drive. Secure boot was enabled by default, so you were able to upgrade the notebook to W11.
Obviously, the technician turned on legacy support which automatically disabled UEFI mode and secure boot, and W10 was installed on the MBR partitioned scheme. If the drive is on MBR and legacy support is turned off, Windows simply doesn't load.
If you convert the drive MBR to GPT, you are able to turn off legacy mode and enable secure boot again. See this thread below where this person converted MBR to GPT via command prompt and upgraded to W11.
After the drive conversion is done. you should be able to reinstall W11again.
If you feel the command prompt operation is too much to do, you can use HP Cloud Recovery Tool to create a bootable recovery usb drive to install W10, drivers and HP software. You need a 32 GB usb drive. See this link for how to use the tool.
