That could mean that there is a problem with the EC (embedded controller) chip, the battery charge management chip or the power adapter.
If there is an available BIOS update, updating the BIOS can reset the EC chip and that may resolve the issue.
I suggest running the HP PC Hardware Diagnostic utility to test the power adapter and the battery.
That can be invoked by tapping the F2 key immediately after powering on the laptop.
You can also use the Windows Battery Report to see the actual state of the battery.
There is an article explaining how to access and use the Windows Battery report.
Shutting down at 60% usually is an indicator that the battery is reaching the end of its service life.
