laptop not Powering ON

Hi!
My laptop in not powering ON every time after Turing it off. So always I have to remove battery and press it's power button and then it can power ON again.
Please tell me it's solution

What about connecting AC charger alone , removing battery and then powering on?

Yes I did that but problem not solved so change HDD

Yes but I dot know why USB have problem ...I have important data ... when ever I plug in USB it hangs system .. and I can't open USB drive even .. is it bcz of drivers problem or how I can fix it and recover my data from USB ?
