laptop only charges when its turned off. replacement charger didnt solve the problem. read about trying to removing the battery but the battery is inside with screws. wanted to reset by has to be plugged in which laptop wont detect if laptop is on

Sounds more like your battery is failing. You could try running the UEFI Diagnostics and see if it says the battery is failing, then you will know for sure. But know that it can still be bad, even if it shows its OK.

 

With the laptop off and plugged in, turn it on and rapidly tap the F2 key until the diagnostics interface opens up (you're not booting into windows).

Choose Component Tests, then Power and test the Battery.

  • The Battery Test checks the battery and allows you to run calibration if needed. The Battery Check test time is 2 minutes. Battery Calibration time is 2 to 4 hours.

 

Beyond this, you can use the laptop without a battery, or you can choose to replace it.  Luckily HP actually sells it still, this is the part number if you decide to go that way... L11119-855

test wont work because my "charger isnt plugged in" which it is. 

whats the return policy if new battery doesnt work?
