one fan not run

Microsoft Windows 10 (64-bit)

Hi,

I recently discovered that one of the two fans is not spinning. when the system is stressed only one fan is running at maximum, the other is stopped.
the "speedfan" program tells me that the second fan turns at 100/200 rpm against the 2000/3000 rpm of the working one.

do i have to replace it? is there a way to software check if it is mechanically damaged or something else is wrong?

Fans are controlled by heat sensors one fan always runs slower due to that area is cooler than other area. From my view, this is a good design.
