i upgraded my ram from 12gb to 32gb I bought the recommended ram from crucial it will only run at 2666mhz and not the 2993mhz that it was with the 12gb the model i have is a hp omen 17-cb1046nr laptop i would like to get it up to the 2993 hat the board is capable of doing

It seems to me that this is your second purchase, and it was not good with other modules ...
If we look at your product page, we have this:
12 GB DDR4-2933 SDRAM (1 x 4 GB, 1 x 8 GB) |
There is the manual, but does not correspond to this series visibly
Maintenance and Service Guide
I checked the part site and we only have two references

Otherwise, apart from buying another module but HP 8 GB, I do not really see what to advise you
