is it possible to upgrade the processor without upgrading things like the motherboard or PSU?

Yes, it is possible to upgrade the processor but it would be quite an amount of effort to do. You'll have to disassemble the notebook entirely in order to remove the old CPU and install the new one, then you'll need to apply new thermal paste to the CPU and heatsink and put everything back how it was to begin with (hopefully without losing screws or breaking plastic tabs). My personal recommendation would be to not upgrade the CPU and instead sell your current notebook (after performing an HP Recovery) and buying a newer one with the specifications you're after.
