after deleting windows and starting from a fresh installation, the f9 and f10 keys which control screen brightness stopped working, while the other function keys are working perfectly fine.

Did you install the graphics driver?
For business class notebooks (Probook, Elitebook), did you install the Hotkey support software?
For consumer class notebooks, did you install the HP System Event Utility?

Thanks for responding,
the notebook I am using is the "HP EliteBook 840 G2" and I didn't install any additional drivers or the Hotkey support software, I just manually updated keyboard and touchpad related software and drivers that was included.
