That is perhaps an issue between the user and the Microsoft Edge browser.

You can try checking in the Edge settings > Security for "Block Pop-ups" or similar.
Go to the Microsoft Community and ask there.

Well, the browser belongs to Microsoft -- they likely know how to tame obnoxious pop-ups in their browser.
