purchased 16G USB - Windows 10 64-bit Recovery Kit.  doesn't work

Hi:

 

I wouldn't be able to help you with why the recovery kit isn't working, but you have two other options to reinstall W10...

 

1. Since your PC was made in 2016 or later, you can use the HP cloud recovery client utility to create a bootable recovery drive.

See this link for info on how to use the utility...

2. You can make a bootable 8 GB USB flash drive installer from the link below.

https://www.microsoft.com/en-us/software-download/windows10

 

After W10 installs, you can install the drivers and available software from your notebook's support page.
