Microsoft Windows 10 (64-bit)

I've seen similar questions, but there's always been something just slightly different...

 

Have a 2017 Windows 10 HP Envy 15t laptop; everything should be updated, as I've used it on-and-off for the past year.  Looking to sell it, so I copied all my personal files onto an external drive, then went to do a factory reset. The system began the reset, stalled out somewhere in the 60ish% complete range. Now, it's cycling between:

 

1) Shutting itself off

 

2) Turning on (I see the logo and the spinning dots)

 

3) Freezing

 

4) Repeat.

 

Due to product architecture, I'm unable to remove the battery. What are my options to get it out of this loop? Thanks!
