Enter the BIOS setup and press F9 to set the default.  Then check security or boot to be sure that secure boot is enabled.  Press F10 and be sure to save before exiting.  Then insert the HP Cloud or Client recovery USB and boot the USB.

If you are doing a clean install of windows 11 then it is likely failing because the Microsoft's win11 is missing required drivers that HP needs.

Go to the below site and enter your product ID including the 3 characters after the # character
If you have cloud recovery you can restore your system using a 32gb flash.
It may take an hour or more to create the recovery USB.

If you do not have cloud recovery then please provide the product ID so I can locate an  HP recovery image if one exists.

There is a problem with the BIOS or the USB does not have the correct windows 11 image.

How did you create the Windows 11 USB?

Did you use the Rufus tool?

Did you select the correct Win11: home, pro, "S",. was UEFI enabled?  was GPT enabled?

Please provide the Product ID or Model name for better assistance. Preferably the full product ID including the characters after the # symbol. This code may be needed to find cloud recovery files.
