MY LAPTOP HAS R4EFUSED TO BOOT OR TO START .IT BRINGS esc then after words it says  for more information .please visit :www.hp.com/go/techcenter/PCD/ i ags.WHAT SHOULD I DO BECAUSE I BOUGHT IT FEW MONTHS AGO

It's good that the hardware tests passed. This confirms my initial thoughts and your issue seems to be related to Windows - it cannot boot for some reason. You can perform 2 things - either attempt to use "System Restore" or clean reinstall WIndows.

 

If you do not have your own Windows reinstallation media, You can use this free utility from Heidoc

Download and run the tool. It can download ISO images from Microsoft and has lots of options for many Windows versions including OEM. If you use it, be careful to select the correct Windows ISO for the OEM or Retail version , x86 or x64 edition, Home/Pro/Ultimate, etc... Downloads are big, ensure stable Internet connection.

 

 

When download completes, you will need to write or "burn" the ISO image and boot from a bootable media.

** How to create bootable ISO on USB device >> http://www.ubuntu.com/download/desktop/create-a-usb-stick-on-windows

 

You will need a blank USB drive - at least 4 GB capacity.  instructions are for Ubuntu, but you need to use the ISO image of Windows. Use the Windows ISO and  >>> Rufus (3rd tool you will need)

 Write FAT32 file system, MBR for BIOS/UEFI

 

 

When ready with the USB drive :

 

Please, shutdown the computer using the power button.

Insert the Windows USB thumdrive prepared previously

Power on the PC.

As soon as you press the power-on button, start hitting the Esc button (like tap-tap-tap).

This should open a HP Startup Menu

 

Choose F9 to open Boot options. Select the USB hard drive or called USB thumb drive  as a boot option.

 

Follow the on-screen instructions to start Windows.

Do not proceed with reinstallation or clean installation.

 

Select language, click on "Repair your computer".

Select your Windows 7 installation, then proceed to System Restore

System Restore allows you to restore your computer to a previous restore point. In the event that your computer is not working properly or randomly crashing you can restore your computer to a restore point that was made when your computer was operating properly.

Follow the steps to restore back to previous state (.e.g 1-2 days before the issue started).

 

If System Restore is successful. restart the computer, unplug the USB device and Windows 7 should start successfully

Please, provide details what exactly it writes as error code or message on your screen... what happens exactly and step by step after you press the power-on button ?

when i turn on the computer the screen keeps on turning of and on as in white and black but down on the screen IT SAYS PRESS esc key for start menu

when you press that it brings this information .... startup menu

f1 system information

f2 system diagnostics

f9 boot Device option

f10 Bios set up

f11 system recovery

 

ENTER -CONTINUE STARTUP

This means your computer actually starts but fails to boot an operating system.

 

Please, click Esc and then press F2 for system diagnostics.

 

You will have various system tests such as hard disk drive (HDD or storage) test. Please, follow the on-screen instructions and test your HDD.

Also, test your memory/RAM

 

Let me know the test results (a.k.a. pass , fail or not found)

 

 

I see your PC specs say you PC does not come with Windows preinstalled. Do you use Windows 7 now ? Was it preinstalled by HP or you or someone else installed Windows post-PC purchase ?

its says pass all of them .about the pc it came with windows 10 but the shop  which was selling hp laptops which i bought from changed the it to windows 7 they said that windows 10 is  fond of crushing the entire system.
