My user laptop drive locked by Bitlocker without recovery key/password in hand. Is there any possibility to retrieve the data? 

Is it possible to retrieve the data after formatted by using data recovery tool?

Or can use the Device ID and get the recovery key from Microsoft?

If you did not copy the key or do not have a Microsoft email address where you saved the key, there is no way to recover the data, just this method of security is so that no one can have the data if there is a method let Microsoft know so they can correct any security  issue.
