It's depends on how you're doing the recovery.
You can do HP recovery using HP Recovery Manager that is pre installed in your laptop. This doesn't require USB.
If you're performing recovery using HP recovery USB you've already created before, then it needs you to plug in during the whole process

So, what is the use of the media that i have created?
I have looked through the steps and they say that if the Win runs correctly i just need to type the Recovery Manager in the START bar. Is that correct? so, no USB stick plugged?
So, when will the most usable moment for the USB stick to be used?

USB is useful in cases where you're not able to access Windows because hard drive is failing or has failed, where operating system itself is corrupt or when recovery partition in your hard drive is corrupt.
So after you replace hard drive, you use USB to recover OS.
