Microsoft Windows 10 (32-bit)

I got a virus a while ago and decided to reset my computer. After, it gave me this at the log in screen. IMG_8453.jpg

I clicked "set up my pin" but it just gives me a blue screen that says "user profile service failed the sign in." 

 

I've tried restarting my computer, but it doesn't help. I tried resetting my computer a second time but it didn't help either. Neither does using "command prompt" with "net user administrator /active:yes" or "Restore from a system restore point." I have no idea what to do.
