Cannot download recovery from factory (ios)
I checked the site and you are correct.
It indicates that the software is not available for that product number.
It may be that HP just hasn't uploaded the recovery image yet.
I got a new HP notebook in early July and I could not make the recovery media using the cloud recovery tool until September.
And like yours, there was a link to use the cloud recovery tool.
If your notebook is not working, and you need to reinstall W10, you can make W10 installation media using the Microsoft media creation tool from the link below.
Download Windows 10 (microsoft.com)
After W10 has completed installing, you can install the drivers and available software from your notebook's support page.
