I have heard about the 'HP_TOOLS' drive partition in a HP BIOS recovery video on YouTube. Apparently it is a very useful tool in case of a system event, such as BIOS corruption, but in the video it says, 'if this BIOS recovery method does not work for you, you may not have the HP_TOOLS recovery partition installed on your computer, or the partition may be corrupted'.

My questions are:

- What exactly is the HP_TOOLS partition and what does it do?

-  Does my laptop have it?

- How can I check if I have it and it functions properly?

My machine does not have RECOVERY partition nor HP_TOOLS partition. You can see them (if available using Disk Management or File Explorer for example my machine

Disk 0 only has C:

Disk 1 is my SD card to keep some HP manuals

In your case, you can use Disk Management to and check to see are they (RECOVERY and/or HP_TOOLS) on Disk 0.
