While you can do an in-place Windows UPGRADE, there is no way to do an in-place Windows DOWNGRADE -- it just will not work.  You will have to reinstall Windows 10 from scratch and will lose everything in the process.

You will not be able to save off settings or applications, only data -- and the only way to do that is to insert a large capacity USB stick into the PC and copy the files and folders you want to save to that.
