Welcome to the HP Support forum. I am sorry about your issue.
From what you describe, I understand that you are unable to start the computer now after it has shut down. Please, correct me if I did not understand you well.
You can review this HP official article about such issues you experience now. Follow carefully/strictly the appropriate steps that fit your case to attempt to fix the issue:

If you cannot find a solution in the above article, you will have to contact HP for further assistance to have the computer serviced.
If nothing helps, you need to bring your computer (or ship it) for service to HP Authorized Service center where the technicians can check it onsite and fix it. If your computer is still under warranty or you do not know where such a center is located, please contact HP support

If the fan was blocked somehow intentionally but now works fine (and if this was the reason for not starting up) - it might get back to normal now. Please, check the options in the article.
