The operating system on my HP Envy 17 decided to completely stop working. I used a recovery USB to try and restore it, which worked, but now it thinks it's the dell desktop that the recovery media was created from. I need the Recovery media for my computer model (E1P14AV) so I can reinstall the HP OS with windows to correct this issue. Is it possible for someone to email me the recovery media file(s) in a zip folder so I can move them to a USB and use that for a system restore?

You don't really need the Recovery Media if you use the Windows 10 installer. It will install with no OS installed and activate once you are online. You can download any drivers/software you need from your Support page.

Recovery Media is available to order on your Support page- last item in the list of drivers/software. If the OS is not auto set for Win 8.1 use the Change button in the green bar:
A free alternative- If your laptop was upgraded to Windows 10 you have a lifetime digital license stored on Microsoft servers. MS offers the free Download tool to make a Windows 10 install on usb flash drive. If you are asked for license key Skip or whatever option to move past it and install. It will activate later when you are online.
