Can I use my HP recovery media USB flash drive for installing windows 10 on my coming disk?
I cannot plug both (current and new) to my laptop at the same time to install windows, so I will either use my existing HP recovery media or will have to buy a new flash drive to install windows 10 from.

Hi:
You should be able to use your HP recovery drive to reinstall W10 on your notebook's new hard drive.
If not, you can always use the media creation tool from the link below to create installation media to reinstall W10 on your notebook's hard drive.
https://www.microsoft.com/en-us/software-download/windows10
Then you can install the drivers and available software from your notebook's support page.
