Operating System: Microsoft Windows 10 (64-bit)

I recently upgraded my laptop to Windows 10. In doing so I lost some features/programs associated to the AMD graphics card on my laptop. When I tried to install drivers and software for the gaphics card, I received a load library error1114. I read up on it and I changed power options for plug and battery to maximize performance. Now when I try to startup the laptop stucks on loading and blinks on and off from a login screensaver screen to a stuck loading screen. I can't get to System Recovery or boot in safe mode. Any help would be great.
