Please help me with step by step procedure. Thank you!

Depends on your PC and what you already have.

 

You can download a fresh new ISO from here and use the wizard to put that on the USB stick and boot from that to perform a fresh new installation. Or you already have a Windows 10 ISO, then you can use this tool here to put that on the USB stick.

 

HP outlined those in more steps here.

 

Update:

If you Notebook was coming with an pre-installed Windows 10, I would use the HP Cloud Recovery with it. Then you do not need to hassle with the Windows 10 activation.
