Sorry to hear that you are having problems ... and I would like to help you.

(1) First you have to check your (hard) drive

 

Test your hardware Using the HP PC Hardware Diagnostics (UEFI)

(2) If (hard) drive fails -> replace !

 

(3) Install <windows operating system>

 

You need another computer to prepare usb flash drive
