There are two ways:
1) using built-in reset function
2) using external recovery media
Presuming that 1) will work, press the Esc key repeatedly while rebooting. When you see the HP Startup Menu, press the function key indicated for doing the reset. If this works, it will take a couple of hours or so, and when done and reboots, it will go into initial setup again. At that point, power down the PC immediately.
