i can't get enough storage space to reset to factory settings no matter how much stuff I delete and do all the things to reduce info. I would like to goto the command line and activate the factory setting. Can anyone tell me the command to get the menu containing the factory reset to come up.

Hello, you don't need command line.. Do you have access to Windows?? If yes, you just need to go to the Settings:

If you don't have access to Windows, restart your PC taping F11 key to boot from your Recovery partition, and go to "troubleshooting" to "reset this PC".
Or if you don't have enough space you can use the "recovery manager" option.
