I entered your PC's product number in the HP cloud recovery drive window.

I then clicked Next...

I selected the 32 GB flash drive I inserted in the USB port and clicked Next.

The tool warned me that the drive would be formatted, and I clicked OK and clicked Next.

Then the tool formatted and partitioned the drive and started downloading the recovery files.

The counter went to 98%.  It stayed on 98% for several seconds, and then this screen appeared,

The downloaded files are being extracted...

The extraction process takes quite a while...

Then this screen shows up after the extraction process has completed.

Then it processes a little more and this screen pops up.

Then I clicked OK to remove the downloaded temporary files and you saw the end result on my reply.

There you have it from soup to nuts.

You can look at the elapsed time from my system clock on the bottom right side of the taskbar.

Hi:

The only suggestion I can offer would be to see if making a bootable USB recovery drive with the cloud recovery tool works instead.

You will need to have access to another Windows PC running Windows 7 64 bit or newer and a 32 GB USB flash drive to create the recovery media.

Here is an info link for how to use the utility.

HP Consumer PCs - Using the HP Cloud Recovery Tool (Windows 10) | HP® Customer Support

If that doesn't work either, the only other option that I can think of would be to make a bootable W10 installation flash drive with the media creation tool from the link below and clean install W10.

Download Windows 10 (microsoft.com)

After W10 has completed installing, you can install the drivers and available software from your notebook's support page.

Hi:

I used the cloud recovery app, entered your PC's product number and had no problem creating the bootable USB recovery drive.
