OMEN Gaming Laptop 16-k0977nd (6P0N6EA)

tldr; I cant get a bootable USB (restore win11) image for my Omen 16. All routes end with no download.

I have an Omen 16 with an Nvidia 3080/16gbVRAM/32GBRAM. Product: 6P0N6EA#ABH
which I am supposed to use alongside my teaching for 3d modeling and other technical image recognition software and more.

The laptop was fine and perfect. I have never changed the OS or done anything weird to windows 11. All problems reported here started after an auto-update. One morning I went to use it, and :

It boots to the login prompt and I can login but immediately after, its totally hard-locked (stutter-locked). It just blinks on and off. I can see windows in the background, but

the keyboard is non-functional and can't even pull up control panel (WIN+I) or mouse click on anything (or any other actual windows function at all). The windows cursor is just a circle and the screen blinks black on/off every 1-2 seconds. I can let it sit for an hour, and nothing changes.

I've had tech support at my University look at it and they say it's totally inoperable and I need to restore the PC to factory state, as windows is totally locked.

What steps taken to restore to boot image:

1. Upon boot, repeatedly hit f11. The HP boot menu returns this message for all combinations /options on the menus (Enter/ F1/ F8):

"Your PC/Device needs to be repaired
"A required device isn't connected or can't be accessed
"Error Code 0xc0000225

"You'll need to use recovery tools if you don't have installation media (like a disc or USB......)" etc

2. Go online to get my recovery tool and enter my product ID here https://d34z73bbtpzgej.cloudfront.net

It says "Product is supported"
but in the following popped up tab:

"An error occurred while processing your request.

3. A side note: Using F11 then choose ESC (Bios Startup Menu) and run the "system diagnostics" works:
3a.The actual system diagnostics are called "HP PC Hardware Diagnostics UEFI"
every single test says all the hardware and other peripherals are good.

4. I took pictures of every screen, (most show the serial number so withheld) because as typical in such situations, you may want to question my reporting from above or ask for more info...

When in fact, all I need is a working link to the "recovery tools" (or another download of the initial state HP version of windows 11 that comes with my model.) As long as it works with USB.
