I purchased a Hp Recovery Disc on 3/5/20 for $52.79, I returned it on 4/3 still waiting on refund

How do I contact anyone that can help me ... I purchased a Hp Recovery Disk on 3/5 for $52.79 and returned it on 4/3 and still haven't received my refund.  WHO do I contact.  Nothing seems to work to reach Hp.  HELP!  Kissable

Are you sure these things are refundable?

What is to prevent someone from using it and then returning?
