When I go to bring my pc back to life after it has been asleep the screen is only at half light, if it is plugged in to the power and I disconnect it, the sceen comes up to full light and if it is disconnected from the power and I plug it in it will come back to full light ( this has happened in the last week), do I have a problem with the battery?

In the past, there have been BIOS updates for some notebook PCs that have been specifically for a brightness issue after Sleep mode.
I will take a look to see if that is the case with your specific model. Unfortunately, there is not update that addresses that issue. the drivers and available update are at the following HP support portal.
Have you tried putting your notebook in performance mode to see if that resolves the issue?

It is probably not a battery issue, especially if the notebook is a recent model.
Take a look at the power options settings.
One of the notebook operating system power options, is set by default to dim when external power is removed.
You can change that in the power options settings to have it remain bright.
Read the following tutorial on power options settings in Windows 10.

I have had a look at power options and I don't think the problem is there, what is happening is when it goes to sleep and I wake it up the screen is just about black with a hint of the background, so if the power is plugged into the computer i pull it out and it brightens up and if the power is not plugged in when it wakes then I have to plug it in to get the brightness back, this started about a week ago after switching on the computer in the morning but not logging in until late in the afternoon.
