HP Pavilion 13-r010dx x2 Detachable PC

My HP Pavilion 13-r010dx x2 Detachable PC wont start at all no lights on keyboard or any whirring or click of HDD except for the charge light on the keyboard when plugging it in, after trying to update the windows 10 install from a 2021 build, the pc blue screened twice and didnt recover either time, Im pretty sure the whole windows installation or bios is corrupted I don't remember what the crash was for. Is there any way to reflash windows if I can't even get the machine to turn on?

Basically, no.  There is the HP Cloud Recovery tool which allows for the creation of an HP OEM Windows install on a USB stick, but while you can CREATE that USB stick on another PC, you have to be able to boot from it on yours to install it.  If you can't even boot yours, I don't see how this can be done.
