Need to reinstall Windows 10

I have a HP Stream 11 ak0020nr.

It has a virus that keeps crashing the laptop after I log into Windows 10.
I cannot install Windows by USB drive because it will not allow me to delete any partition during setup.
I cannot boot into Safe Mode at all.
I cannot reset the laptop back to factory because it fails.

Is there anything that I can do to fix my laptop?

There is a Windows 10 installation CD you can try from Amazon. That should help with this challenge.

There is no cd drive for this laptop because it's a HP Stream.

You're better off buying a new laptop (not a stream) instead of paying to have it fix because it will be expensive.

Mine doesn't work and I can't install Windows from a flash drive and that is why I came here for some help.
