New HP laptop freezing on startup

I bought this laptop today new and my wife was downloading windows 7 onto it because I need 7 to download diagnostic software that I planned on using on my car. It comes with windows 10 already on it. But after downloading windows  7 it said it would restart which it did but it freezes up on the start up screen every time I power it on. I have hit the esc button while it powers up and ran all the test and it passed them all. What can I do and how do I fix this??? Please help

Hi

I would consider an F11 and put it back to Factory Fresh.

Then use something like https://www.virtualbox.org/   and install Windows 7 inside W10.

Also I would consider

 whether compatibility mode

in W10 would allow the direct install of the W7 proggy you have?
