This means that the hard drive has failed and needs to be replaced. If your PC is still under warranty you can contact HP and have replaced for free.
If not the best option is to buy a new 2,5" hard drive or SSD and you will need to install the OS either with the recovery disks or by performing a clean install by downloading the OS from Microsoft.
