I'm trying to do a clean install of Windows 11 on my HP EliteBook Ultra G1q with Snapdragon ARM processor. I did a secure wipe of the pc and I downloaded the ARM iso from Microsoft and created a bootable USB. When I boot from it on the pc it gets stuck on the HP welcome screen, "Powered by Ni Experiences".
I downloaded the HP Cloud Recover Tool from Microsoft Store, I right-click the program and run as administrator, but I get a pop-up telling me the program needs admin rights, and to right click and run as administrator...
My guess was creating a Windows 11 USB using the recovery tool might have better luck than the one from Microsoft.
Any help with either of these 2 problems would be much appreciated.

Thanks for the reply. I went to the site you provided and my laptop is supported. So far so good.
I downloaded the Cloud Recovery Tool from Microsoft Store and installed it (I had done this previously), but I encountered the same problem when I tried to open the program as administrator. I got a message saying I need admin rights to open it.
I use a Surface Laptop, so I thought the HP program might have a problem with that, so I tried the same on a HP EliteBook 830 and got the same error message. Last resort, I tried on a Lenovo X13 Gen 2 and it worked. The HP Cloud Recovery Tool worked with no problem and created a recovery USB for my pc, which is now in the process of being reinstalled from the USB. I have no idea why it wouldn't work on my Surface or another HP pc, but I got it to work and that will do for me.

Your laptop has cloud recovery.
Cloud recovery provides all the custom HP drivers.
Go to the below site and enter your product ID including the 3 characters after the # character
If you have cloud recovery you can restore your system using a 32gb flash.
It may take an hour or more to create the recovery USB.
You must have administrator privileges on the PC your are using so a library type PC will not work.

Click here for instructions.
Microsoft is removing cloud support for PCs over 5 years old so be sure to save the USB for future use.
