start up screen is blue won't continue on once asked to set up microsoft office account

I understand you are facing an issue with your HP Laptop - 14-Fq0032ms. Not to worry I will help you to get a resolution to resolve the issue.
Let's perform a hard reset:
- Power off the laptop.
- Disconnected AC adapter from the laptop.
- Press and hold the power button for 15 seconds.
- Reconnect the battery and plug the AC adapter.
- Power ON the laptop and check.
If the issue persists, then please follow the steps mentioned in this document: HP PCs - Error Messages Display on a Blue Screen (Windows 10)
