Start up troobleshoot

HP Notebook
Microsoft Windows 10 (32-bit)

My HP Notebook starts up, but it stops at a light blue background that says there was an issue during the start up. It tells me to try restarting or go to advance options. I’ve tried every option to the best of my knowledge and still can’t figure out how to get past the start up. Safe mode doesn’t work. I can’t delete updates either.
