So I was having latency issues with bluetooth, so I tried updating the drivers with the hp support thing. After doing the BIOS update, the pc became extra slow in everything it does. I thought it broke something because the fans were extremely loud while doing the BIOS  thing, so I contacted support for my store cause its only 2 months old. But I found this post in your forums:

He had the same problem as me. He even has a pavilion 15 too, so maybe the issue is recurring and someone can help me fix it.

Googling cpu stuck at 400 mhz gave back quite a few results, thanks to that I discovered that my problem disappears when I remove the AC Cord. There are also reports of the problem fixing itself by completely draining out the battery, so that's what I am trying now. I will report with more finds in case someone finds this helpful
