My HP elitebook 8460p has currently windows 7 , i want to upgrade it to windows 10 and increase RAM.

There is no free upgrade from W7 to W10 anymore, and W10 has already gone out of support by Microsoft.

 

I recommend you continue using W7 on your notebook until you buy a new one.
