Where is BIOS that HP says is at https://support.hp.com/us-en/document/c02693822. ? HP says no such

Microsoft has told Billion + people to use Windows Backup, however when trying to Restore after SSD Failure,  Microsoft windows doesn't Restore.  Feature is labeled.  "Backup and Restore",  Is it possible Microsoft programmers created a back up system that doesn't allow restoring?  Techie told me to create USB with Boot BIOS   Turned on HP like they said - push "Power On" button while holding "Windows Key" and "b"  then releasing Power Of button after 3 seconds.  

It worked - Computer said so to https://support.hp.com/us-en/document/c02693833. which HP.com can't find BIOS for USB   HELP?  Taxes due 59 hours and Windows "Backup and Restore" appears to be a major screwup

And HP doesn't have USB Recovery download their computer says exists

Correction:  HP sends everyone to - https://support.hp.com/us-en/document/c02693833. which doesn't exist
