Will not boot into windows+Keboard fault

HP Notebook - 15-bw099sa
Microsoft Windows 10 (64-bit)

Product number 3CE81EA

When started laptop goes to recovery options and when I select an option it appears to process it but then returns to the option screen.  No matter which option I choose it always loops back tothis screen.  Also some of the letters and all of the numbers on the keyboard do not work.  As the laptop is only a lttle over a year old I find this very disappointing
