Operating System: Microsoft Windows 7 (64-bit)

Hello. I am following the steps described in HP Cloud Recover Tool Page. I created the usb disk successfully. However I cannot get the hp cloud recovery tool strarted. Whenever I select the legacy usb from the boot options,  windows start loading like a normal installation and it does not ask for a factory reset or any other option. Any help will be appreciated.
