HP 15-f010wm Notebook PC (ENERGY STAR)

I can't log into windows with either pin or windows it won't.  I get a message the pin is no longer available then tells me to select to add pin, so I do, and it starts to do something but then just takes me back to Windows login. I did see a message that says the program needed to do this is not one this computer and tells me if I want to download it from store so i selected yes and it sounded like it was doing something then took me back to windows login, so I tried again but nothing changed.  I am the administrator.  One more thing the MS account I created while using that pc lets me login to my other pc no problem it even has that pc listed under devices.  So, it's my pc so what do I have to do to get back into it.  I am so annoyed by this.  Really.   Can someone please help me resolve this.  Oh, one more thing I tried to restore recover reset even from the USB which I downloaded the MS tool recover software and it ask me for an admin password which won't work on there either.  I spoke with 3 different Windows customer service techs, and they downloaded the recover but couldn't get it to run they came across partition problem one the USB so they don't know what to do.
