in an attempt to fix neumerous problems and to clean and secure the laptop, i decided to format and reinstall windows. format was complete, and the laptop now stops boot at the HP screen. how do i get the laptop to access the recovery partition?

Also, i dont know if it makes a difference, but when going through the recovery steps, i followed instructions to 'restore to factory settings'. I was expecting to loose my windows 10, but not a total brick of the system. So im sure i had to have done something incorrectly.

After format did you  see any error messages? The screen should have looked as below.

Negative. I only have the basic hp logo boot screen. No error screens. It does not respond to input, that im aware, i tried every key. It is possible i did not use the recovery manager, though im fairly certain that i did. I formatted a few weeks ago, ive been stuck at this point for awhile (though admitedly the laptop has just been sitting since then)

When using HP Recovery Manager you should have seen the screen above showing progress- with Formatting, then copying files to restore the hdd, then restoring files. Do you remember seeing any of that?

Appologies, i thought you meant did i see that screen currently. Yes, i used that wizard to format. After it went through the format, it reset but did not boot past the hp screen.

Have you tested the hard drive using F2 immediately after powering on?

I just finished a quick hard drive test and it passed.
As for recovery media, i was under the impression there was already a partition on the hard drive designated for recovery.
