Windows 7 is not officially supported on the EliteBook 840 G4.
The Customer Advisory below explains why.

Everybody has the problem as Microsoft specifically does not want users to install Windows 7 on the Kaby Lake (7th gen) platform. Did you get Windows 7 installed? That is a good start as you have to use some special modifications of the installer to install from USB.
The video driver has been the big issue. @Paul_Tikkanen has provided a link to working drivers for the Intel HD620 for Windows 7 on the 7th gen systems.
There are also workarounds posted out there. The latest Intel drivers will not install with the downloaded .exe but supposedly can be force installed on the 7th gen platform.

Hi Paul_Tikkanen,
thanks for your reply I have tried the solution for installing the display driver and it works fine. from the other hand after installing the updates a message with hardware not supported start with appearing.
So, I suppose that even if we could manage installing windows 7 on that type of hardware the working operation will not be as smooth as expected.
as a conclusion if I prepare this laptop for my selfe and I want to install windows 7 I will follow your instruction, and if I prepare it for a company I will follow the formal way which is this hardware does not support windows 7
many thanks for you support.
