Hi there @StephanieTerran, and welcome to HP Support Community!

Thank you for reaching out with your concern. I'm glad to assist you today.

I understand your HP Spectre x360 16-f1000 is stuck in a loop at the “Select keyboard language” screen after a recent Windows update. This issue typically indicates that Windows Recovery Environment (WinRE) has been triggered due to a failed update or boot issue.

Step 1: Backup Your Data (Important!)

Before attempting any fixes, it's crucial to back up your personal files.

Option A: Use HP Cloud Recovery or External Boot Media

Create a Windows 10 bootable USB using another PC:

  • Download the Windows Media Creation Tool.
  • Follow the steps to create a bootable USB drive.

Boot your Spectre from the USB:

  • Insert the USB.
  • Power on the laptop and immediately press Esc, then F9 to select boot device.
  • Choose the USB drive and boot into Windows Setup.

Use File Explorer or Command Prompt to copy your files to an external drive:

  • Press Shift + F10 to open Command Prompt.
  • Use commands like notepad → File → Open → This PC to browse and copy files.

Option B: Use HP Recovery Media

If you prefer HP’s recovery tools, you can request recovery media:

Step 2: Fix the Boot Loop

Once your data is backed up, try the following:

Option 1: Perform System Restore

  1. On the “Choose an option” screen, select:
    • TroubleshootAdvanced optionsSystem Restore
  2. Choose a restore point before the update.

Option 2: Startup Repair

  1. Go to:
    • TroubleshootAdvanced optionsStartup Repair
  2. Let Windows attempt to fix boot issues.

Option 3: Reset Windows (Keep Files)

  1. Select:
    • TroubleshootReset this PCKeep my files
  2. Follow the prompts to reinstall Windows while preserving your data.

Step 3: Prevent Future Issues

Once restored:
