@Monica135, Welcome to HP Support Community.

Thank you for posting your query, I will be glad to help you.
I understand your HP Pavilion Power - 15-cb030nd starts up but freezes on the start screen. Let's walk through some steps to help resolve this issue.

Perform a Hard Reset

This clears temporary memory and can resolve many startup issues.

  • Turn off the laptop completely.
  • Disconnect all external devices (USB drives, printers, etc.).
  • Unplug the AC adapter.
  • Press and hold the Power button for about 15 seconds.
  • Reconnect the AC adapter and power on the laptop.

Boot into Safe Mode

If the system still freezes, try booting into Safe Mode to isolate software issues.

  • Turn off the laptop.
  • Turn it back on and immediately press F11 repeatedly to enter Windows Recovery Environment.
  • Go to Troubleshoot > Advanced Options > Startup Settings > Restart.
  • After restart, press F4 to boot into Safe Mode.

If it boots successfully, the issue may be caused by a startup program or driver.

Run HP Hardware Diagnostics

Check for hardware issues using HP’s built-in diagnostics tool.

  • Turn off the laptop.
  • Turn it on and immediately press F2 repeatedly.
  • Select System Tests > Quick Test or Extensive Test.

Use HP Support Assistant

If you can boot into Windows (even in Safe Mode), run Performance Tune Check via HP Support Assistant to optimize performance.

System Restore (Optional)

If the issue started recently, you can restore your system to a previous working state.

  • Boot into Windows Recovery (F11).
  • Go to Troubleshoot > Advanced Options > System Restore.
  • Follow the prompts to restore to a previous point.
