Probably it's time to reinstall Windows 10. You have to 2 options

 

(a) Do a clean install and keep user files/apps

(b) Do a totally re-install Windows 10 from zero

 

Normally (a) is my preferred option:

 

1. Create ISO file or installation media using

             https://www.microsoft.com/en-us/software-download/windows10

 

2. Mount ISO file as DVD drive or boot from installation media install.

 

You can keep existing your files and programs if you wish, remember to tick this box from the beginning (it will tick for you by default but please to be sure).
